Program Manager

Aurora Launch Services (ALS): Aurora Launch Services is a wholly-owned subsidiary of Alaska Aerospace, established to provide low cost, highly reliable launch services on a contract basis to both government and commercial space launch customers worldwide. The company is headquartered in Anchorage, Alaska, co-located with Alaska Aerospace.

Position Summary: Under the direction of the Chief Operating Officer, this position assumes responsibility for all phases of project plans from conception through implementation and close-out in designated programs/projects.

The Program Manager is responsible for providing management and technical support for project development and implementation including compliance with AAC policy and various federal, state and local regulations as required. This position assists with program and project definition; directs the short- and long-term planning; coordinates and manages resources and activities; controls and monitors project scheduling and implementation; and manages program budget development and adherence. The Program Manager is accountable for managing the program budget and expenditures, program contracts, procurement activities and for maintaining all project records.

Location: This position is based in either Anchorage or Kodiak, AK. Work is performed on-site, with occasional work-related travel to customer locations, other operational sites, and business-related locations in support of mission activities and organizational needs.

Primary Job Responsibilities

1.      Coordinate overall process to ensure program activities are executed in accordance with established contract requirements and AAC policies and procedures.

2.      Perform day-to-day program oversight and management including planning schedules and monitoring resources.

3.      Prepare program budgets and oversee administration of budget, including control and monitoring of project related expenditures.

4.      Develop scope of work documents and provide analysis of budgets for consultant(s) and/or subcontracts.

5.   Ensure that all materials and/or services needed for assigned program are delivered as required and/or specified in contractual agreements and review/approve invoices for payment.

6.      Prepare program reports as required and ensure that all reports are highly accurate, comprehensive and well documented to ensure the credibility of the program and AAC.

7.    Maintain open communication with project managers, engineers, subcontractors, and other stakeholders, providing regular progress reports and updates on project status.

8.      Potential to train launch operations team personnel on a day-to-day basis during launch campaigns to include console operations.

9.      Perform other related duties as assigned.

Required Knowledge/Skills/Abilities

  • Excellent communication (oral and written) and interpersonal skills, able to work with all levels of employees and management within the organization.

  • Proficiency in Microsoft Office suite.

  • Ability to use basic computer systems, including email, digital timekeeping, and other company systems as required.

  • Ability to work independently and collaboratively across teams.

  • Ability to exercise sound independent judgement with limited information.

  • Ability to multi-task in a very dynamic and complex aerospace environment.

Required Education & Experience

  • Bachelor’s degree in Business Administration or a related field. Equivalent combinations of education, training, and experience may be considered where appropriate.

  • A minimum of ten (10) years of progressive business and/or project management experience.

  • Experience with all contract types, including fixed-price, T&M, cost reimbursable, GSA schedules, government-wide acquisition contracts, BPAs, and Rapid Response IDIQs, preferred.

  • Experience managing DoD and USSF Programs, preferred.

  • Valid Driver’s License required.

Work Environment & Physical Requirements:

This position operates primarily in an office environment with extended periods of sitting and computer use. Occasional standing, walking, and light lifting (up to 20 pounds) may be required.  Travel to company facilities or operational sites may be required depending on assigned location and organizational needs.

Supervisory Responsibilities

Supervises assigned staff and provides direction to contractors or cross-functional stakeholders. Responsibilities may include planning and assigning work, setting priorities, monitoring performance and work quality, providing coaching and feedback, supporting training and development, addressing performance concerns in coordination with management and Human Resources, and ensuring work is completed in alignment with program objectives, schedules, budgets, and organizational standards.

Additional Requirements:

  • Ability to work extended hours, including evenings and weekends, as required by mission campaigns, as applicable.

  • Must be able to obtain and maintain a U.S. Security Clearance (U.S. Citizenship required).

  • Successful completion of pre-employment background check and drug screening.

ITAR Requirements

To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.
